How do I get fifty-two year old wallpaper off (Read details)?

Well, it's not exactly wallpaper....It's the covers of old New Yorker magazines that the previous owner put on the wall. It looks as though the magazines had been glued on and then shellaced over. We've already tried vinegar and water, but that won't work in the really heavy spots. Is there any way to fix this? Thank you!
