How do I know if my clutch is on it's way out?

I have just bought a 99 VT SS with the Gen 3. Some newish service receipts say it needs a new clutch embly due to high uptake. Now you do have to take your foot nearly completely off the pedal to start moving. But I dont know if this is normal or the clutch is on it's way out. CAn anyone give some advice on how to tell if I need a new one.
