Is this an arguable thesis?

Though the intentions of the French Revolution were noble, it failed to live up to its slogan “Liberty, Equality and Fraternity” because it created a dictatorship called the Reign of Terror which resulted in the remorseless executions of innocent people, the restraint of freedom of an individual, and the failed attempt to create a republic of virtue based on terror.
