What can be done to get snow ploughs in the UK?

Most farmers have snow ploughs already, I have one sat in the yard now, the trouble is that the local councils don`t want to pay for the roads to be cleared (not around here anyway), they also make you do HSE risk esments, training courses on "How to affix snowplough to your tractor" and " How to use a snow plough" Insurance issues also and the running of tractors on red/white diesel HMRC depending if you are clearing a road or hospital car park. The whole situation is a farce, we are governed by idiots who sit behind desks all day and know sweet FA about the real world, and then they complain when they can`t drive to Tescos, muppets
